Please repurpose the VGUI::HTML control

Is your feature request related to a problem? Please describe.
Since the game is being run WITHOUT Steam, the HTML isn't working, like at all. For examples: MOTDs, they use HTML too.

Describe the solution you'd like
Would be nice to have atleast a replacement for the Steam HTML.
Here are some libraries i found that could be useful for that:

• Ultralight: https://ultralig.ht/
• CEF: https://cef-builds.spotifycdn.com/index.html (huge in size)
• Webkit: https://docs.webkit.org/Getting%20Started/Introduction.html (didn't know it's open source)
