Instead of scraping the HTML, I've fixed the opcodes.yaml and changed the script to download that and generate documentation from it.

I've also made some fixes and additions to the opcodes yaml. The most visible one is the addition of psuedo instruction to base isa mapping.

The html is now hosted as a github io page. The scripts used to generate it are also all included in the github repo associated with those github pages. The version of the RISC-V spec is clearly identified.

I like the new "what is compiler explorer" very much. Thank you for doing it. I did a little bit of wordsmithing as I thought the intro needed some ironing out.

This change adds support for [libbpf](https://github.com/libbpf/libbpf). libbpf can be used as either a C/C++ library, so please correct if the configuration is incorrect. …lorer#5561) As best I can tell the bug happens due to stuff happening _before_ the user code. So I have removed anything after the user code (ie the giant gob of dwarf debug info and symbols), in an attempt to reduce the test sizes in general. I manually undid the fix from compiler-explorer#1285 and the tests correctly fail with this reduced input.
