Summary

Adds an Elasticsearch monitoring dashboard with panels for:

Cluster health (status, active shards, unassigned shards, pending tasks)
Node metrics (CPU, heap, disk)
Index metrics (document count, size, indexing rate)
Query metrics (search rate, latency)
Cache metrics (evictions, hit rate)

Closes /claim #6010
