Calling
add_supplemental_attribute!with different hsrg_numbers and the same CT or CA and CominedCycleBlock will add multiple numbers. Previously, this was prevented with an error message.Fixes #1673
I also cleaned up a test warning caused by extr4a imports at the top, and simplified some of the logic for removing from the combined cycle plant attributes.
