Replace - unzip in original 0.A folder.

Added signal meters for MER. Unfortunately the RF signal level is common for both channels of same tuner.
Moved to .Net4.8 - A lot of things may not work not related to picotuner.

Make sure you have the .Net 4.8 runtime (most probably you do)

• Fixed a crash when the signal was marginal creating errors in the decoder stream
• Added a small checkbox to audibly trim the dish (MER to frequency) - WIP
