Addition of a new Quick Issue Capture issue type

Description

• Adds a new low friction issue template
• Fixes a link to CONTRIBUTING.md in an existing template
• Updates CONTRIBUTING.md and READEME.md in all languages

Hey @slytechnical, I think this is a great idea, I think the tags you defined don't actually exists [quick-capture", "needs-triage] so they need to be created, other than that this looks good to me.

The name and description should be something that is clear to drive users away from using it. This is intended for Roo Code internal dev team only .

We should probably keep the process unified between internal and external contributors. Closing for now and can revisit later.
