removed any remaining forge biome list support for now, untill I figure out a better way I will simply not support it at all.

Added remaining fabric biome api
Had to rewrite MixinSetBiomeBaseLayer a bit, currently any biomes added via the forge method are completely ignored, I plan to fold them in somehow though.

Fyi things may break, USE AT YOUR OWN RISK.

Dev is yarn mappings, regular is remapped to mcp. Once I figure it out I'll add a remapped dev jar too.
