We already allow the render to execute with other kinds of critical lack of features or extensions.

Allows Mali-G610 to run with panvk with broken graphics instead of crashing.

This won't be required once https://gitlab.freedesktop.org/mesa/mesa/-/merge_requests/37007 is merged into mesa

Too hacky for me. This one goes too far - note that we start ignoring hard limits regarding memory layouts which is just not portable. You can't just take memory that doesn't exist.
I'll leave it up though for testing while panvk gets sorted out.
