Misc. fixes.

Added 'Toney7' as global audio announcement to building of the Allies Tech Center

Removed crazy aircraft production bonuses for the AI (soon about to inherit the upgrade tech).

Tweaked inconsistencies related to the Upgrade Tech Tree and Veterancy.

Polished Upgrade icons and voice related to the Upgrade Tech Tree.

Altered Spectator UI to account for visible upgrade icons.

Fixed Upgrade hotkey being assigned to 'R' (same as defense) by default - now 'O'
