Adds SidClaw to the Tools and code section.
SidClaw wraps any MCP server with policy evaluation, human approval workflows, and hash-chain audit trails. When an agent calls a tool through MCP, SidClaw evaluates the action against policies and can hold it for human review before execution.
Placed at the top of the section per CONTRIBUTING.md ("NEW on TOP").
