Fix: Longest Open Issues — Dark Mode Styling, Layout Spacing, and Responsive Chart Improvements

How to Test

1. Checkout branch
   git fetch
   git checkout feature/longest-open-issues-fixes
   npm install
   npm start donot give this please

2. Navigate to the Chart
   Go to:
   /bmdashboard/totalconstructionsummary

3. Verify Layout Fixes
   • Chart stretches to full width
   • Black background for the entire component is 100% width
   • No overlapping labels
   • Left/right margins look clean and consistent

4. Verify Dark Mode
   • Background is fully dark (no white patches)
   • Tooltip uses dark styling
   • Dropdown uses correct dark-mode colors
   • Bars, labels, and grid lines are readable
