Changed the event fetching api to fetch both more and fewer events.

Changed event fetching logic to retrieve all available events if the limit query parameter is not specified.

How to test:

1. Check into the current branch
2. Do npm install, npm run build, and npm start to run this PR locally
3. Go to http://localhost:5173/communityportal/reports/participation.
4. Verify the "More" button is positioned correctly and works as expected during interaction.
