For the navigation component, use the active segmentation to navigate.

Also try adding label maps while is segmentation mode and navigating those with the arrows while also having hydrated SEG and/or RTSTRUCT segmentations. Note that manually created contour segmentations are currently not navigable (see #5665)

Tested the changes - verified that the jump arrows work successfully on the second hydrated segmentation. In addition, verified the jump arrows when manually adding and modifying segmentations, after hiding segments and loading SEG then RSTRUCT. Note there was an issue logged for not automatically switching to the segmentation tab: #5697
