Distributing a custom build of Launchpad

STUB: Place a full build of Launchpad in launcher/bin. It'll download and replace everything if the version changes. Do not place a Config folder in the bin folder, or it will reset your clients configs. Place LauncherVersion.txt with a larger version number next to /bin, and generate a LaunchpadManifest.txt for your /bin folder using the utilities. Place the manifest and its checksum next to /bin.
