Description
Introduce the
nv-ingest-apipackage which will serve as the home for purely pythonic code from nv-ingest that is meant to be shared across several modules and runtimes.This PR simply sets up the directory structure, conda build, and CI for building the package and deploying the nightly.
This package is currently empty on purpose as components will slowly be moved over to it from other locations.
