What does this PR do ?

During the inference stage of RL, rollouts are generated.

We then switch to training to train.

We then switch back to inference to get more rollouts.

What if we already have enough rollouts though? Why would we switch back to inference? We don't need to!

For MRs into `dev` branch The proposed review process for `dev` branch is under active discussion.

MRs are mergable after one approval by either eharper@nvidia.com or zijiey@nvidia.com.
