@aerorahul I believe this PR is ready to merge. I was able to run the C96C48_hybatmDA_extended (with DO_AWIPS=NO) through the global-workflow with this version of gfs-utils without issue. |

This updates the installation path for spack-stack on Hera in preparation for the migration from /scratch(1/2) to /scratch(3/4).
