Implements 6 new WorldGuard flags to control pet beacon behavior in regions: - mypet-beacon-deny: Completely disable beacon effects - mypet-beacon-share-deny: Prevent sharing effects with non-owners - mypet-beacon-self-deny: Prevent owner from receiving their own pet's effects - mypet-beacon-range-mult: Multiply beacon range (e.g., 0.5 = half, 2.0 = double) - mypet-beacon-duration-mult: Multiply effect duration - mypet-beacon-amplifier-add: Modify buff strength (-1 = weaker, +1 = stronger) Features: - New BeaconHook interface in API for plugin integration - Zone enter/exit messages showing active beacon restrictions/buffs - Messages only shown to players with pets that have the beacon skill - Configuration option (ZONE_MESSAGES) to enable/disable zone notifications - Share-deny checks both pet location AND target player location Also fixes pre-existing bug where EXP_ADD_FLAG and EXP_MULT_FLAG were defined but never registered with WorldGuard.

Introduce HelpProvider interface and CommandCategory enum so each command self-describes its help text, ordering, visibility, and category (Pet, Skills, Admin). Replace the standalone /pethelp (CommandHelp) with a new /mypet command (CommandMyPet) that dynamically builds categorized help pages from all registered commands. Move reload, ticket, and update subcommands from /petadmin to /mypet. Expose /petadmin subcommands (create, remove, name, exp, etc.) in the admin help category via a getHelpDescription() fallback for commands without locale entries. Remove CommandOptionTest.
