CUDA Linking Exception (GPLv3 section 7 - Additional Permission)

As an additional permission under Section 7 of the GNU General Public License
version 3, you are allowed to link this work, and works based on it, statically
or dynamically, with the unmodified proprietary NVIDIA GPU libraries and runtime
components required to build and run CUDA-based software, and to copy and
distribute the resulting combined work under the terms of GPLv3.

This additional permission applies only to the following NVIDIA components,
including updates and bug-fix releases thereof: the CUDA Driver and Runtime
libraries (e.g., libcuda, libcudart), CUDA math/accelerator libraries (e.g.,
cuBLAS, cuBLASLt, cuFFT, cuRAND, cuSPARSE, cuSOLVER, NPP, NVJPEG), NVIDIA cuDNN,
and, if used, other NVIDIA acceleration libraries commonly distributed for CUDA
applications (e.g., NCCL, TensorRT, NVRTC). This permission does not extend to
any other proprietary software.

When you convey a combined work under this exception, you must still comply with
the GPLv3 for all parts of this work that are not covered by this exception,
including providing complete corresponding source code for this work and any
derivative works of it. This exception does not grant any permission to modify,
redistribute, or sublicense the NVIDIA components themselves; those remain
governed by their respective licenses from NVIDIA.

You may, at your option, remove or decline to apply this exception to your
modified versions of this work. If you do not apply it, the ordinary terms of
the GPLv3 will apply without this additional permission.

This exception is intended to be narrowly construed to enable linking with the
