This pull request updates to the latest release of markus_exam_matcher (v0.4.0). As this version requires Python 3.11+, I had to update the version of Python installed in Docker in development. (As an aside, we should update the base Ubuntu version, which is currently at 22.04.)

This package update allows us to automatically fix scanned pages that are upside-down (as long as the QR code can be parsed). It also makes some improvement for digit OCR.
