Found with thread sanitizer (TSan) running the `itkANTSNeighborhoodCorrelationImageToImageRegistrationTest` unit test. There was already a `m_ANTSAssociateOnceFlag` flag for use with `std::call_once`, so I just used that in this place too (it's already used elsewhere). Incorrect results are being computed on windows with the Compose filter (and other filters) and VectorImages of sizes >4GB. Bug was addressed in PR #5071.
This is essentially a clone of the Linux job with CMAKE_CXX_STANDARD set to 20 and CMAKE_CXX_STANDARD_REQUIRED enabled.
Fix `defgroup` command in Doxygen `Modules` file: do not allow any whitespace between the backward slash and `defgroup`. The affected group, `ImageEnhancement` is not being displayed in the list of modules/groups and no filter is currently being attributed the affected group, despite some filters, e.g. `itk::ConvertLabelMapFilter`, being within that group. On macOS, itkMemoryProbesCollecterBaseTest would often fail with messages like: Freeing memory should result in less memory but it is 262216kB instead of 262164kB Just increased the amout of memory allocated in this test to make it more likely to pass.
Double semicolons can confuse new developers. They can also confuse automated analysis tools.
We do not process doxygen on VXL.

Fix "unbalanced grouping commands" Doxygen warnings: - Use a brute force approach to fix the "unbalanced grouping commands" Doxygen warnings by explicitly placing the `ALIASES` `ITKStartGrouping` and `ITKEndGrouping` around the appropriate code blocks. This involved a multi-step, trial and error process where an initial attempt was made to address such warnings by inserting the Doxygen commands `@{` and `@}` around the identified faulty blocks, and then any new warnings appeared as a result of those changes was solved in an interative, manual process. - Remove grouping around single functions. - Remove grouping from `Examples`: the code in the `Examples` folder is meant to serve as files hosting code blocks used by the ITK Software Guide and such files do not appear in the ITK Doxygen documentaion. Thus, grouping has no meaningful application within these files. The use of the `Utilities/Doxygen/itkgroup.py` script to introduce the Doxygen grouping markers at the appropriate places has been abandoned as this implicitly added the commands based on the layout. Grouping is hard to enforce automatically and it is also hard to get an error-free output from this script (would nearly require a compiler). When used as a local optimizer in multi-start optimization, itkConjugateGradientLineSearchOptimizerv4 gives inconsistent results because its learningRate is carried over from the end of one optimization to the beginning of the next. Add an instance variable to hold the initial learning rate value, and add the corresponding getter and setter macros. Add a function to store the initial learning rate when SetLearningRate is called - this is then restored on the first iteration when StartOptimization is called. Add a test to check that repeated optimizations with the same starting parameters converge to the same result.

DOC: fixing "unbalanced grouping commands" warnings
For a 32-bit unsigned number, a bit-wise AND with `0xffffffffUL` just yields the very same value (albeit converted to an `unsigned long`, which is either 32-bit or 64-bit).
`1ULL << 32` appears clearer and less "magical" than `4294967296`.

ENH: Update Montage remote module mostly to fix warnings
The default setting for `CASE_SENSE_NAMES` (in doxygen) is `SYSTEM` which means that on Linux it is set to `YES` and on (e.g.) Windows to `NO` (see analysis in #5262 (comment)). Seen the usage of the `EXCLUDE_PATTERN` `*/test*` this meant on Windows that also the directory with the name `TestKernel` was matched and thus excluded. Setting the `CASE_SENSE_NAMES` explicitly to `YES` prevents this (on Linux it won't have any effect as here the default was sufficient). Note: Due to a bug in doxygen (see doxygen/doxygen#11519) this would still exclude the pattern. The new setting will only have an effect, on Windows, when, the not yet released, doxygen 1.14.0 or newer will be used.
