fix(cli): skip rows for complete umbrella blockers

Summary

Implements BRIX-1536.

• Stops creating satisfied task_dependencies rows for same-umbrella blockers that are complete in Linear and have no linked Quay task.
• Keeps marking those expected umbrella children as complete_without_quay.
• Keeps the observed relation in the ticket snapshot with persisted: false.
• Preserves the existing behavior where linked same-umbrella blockers still wait for merged_to_feature_branch.
