BRIX-1528: Sanitize Hermes UI context injection

Summary

• expand Quay-specific Hermes instructions around context grounding and fetch-by-ID behavior
• serialize sanitized AgentUiContext inside the Hermes run input context block
• cap strings, arrays, objects, and depth before run creation
• omit logs, review threads, artifacts, diffs, patches, prompt bodies, and preamble bodies by default
• add tests for Mission Control context, Configuration context after navigation, and large-field omission/truncation
