Update the foliage flake input

This brings in the input-output-hk/foliage#109 bug fix and several other improvements

The foliage git revision will need to be updated after input-output-hk/foliage#110 is merged, therefore I'm leaving this as a draft for now

Hydra isn't going to succeed until after this is merged and the repo branch is updated. However, testing it with a locally-built _repo and --override-input CHaP enabled the cardano-node Hydra build to succeed.

Hydra has had a problem only with x86_64-darwin, and that seems to be the result of an old macOS version on the runner.
