Overview
This PR adds the code for Monitor Rates which mostly modifies the existing functions for Histogram Rates to work for both Monitor and Histogram Rates. All the L1A Counts are processed together and then split apart into either the Histogram or Monitor Rate products
The code is producing full products, but I'm planning to refactor to do things more efficiently and I need to add more unit tests.
