Updates the binutils bootstrap build script to use a newer upstream release and avoid building extra (non-native) target support to reduce output size.
Changes:
- Bump binutils from
2.43.1to2.47and update the pinned SHA256. - Stop configuring binutils with
--enable-targets=all(avoid cross-target enablement).

Trying without including cross-compilation targets as I don't think we ever use them. All targets will increase install size by order of magnitude.
