Summary

Adds V2 design tokens for app-header component (#3152).

Token Categories Added

Base layout tokens (padding, background, borders)
Logo sizing tokens (desktop/mobile/tablet)
Service name tokens (typography, colors, spacing)
Banner tokens (background, text, border, padding)
Phase indicator tokens (sizing, typography, colors, spacing)
Utilities tokens (gap, padding)
Navigation bar tokens (background, height, padding, text)
Navigation item tokens (padding, borders, colors, hover states)
Navigation menu dropdown tokens (shadow, border, padding, radius)

Key Changes

~30 new V2-specific tokens
Consolidated border tokens
Responsive padding tokens (desktop/mobile/tablet)
Navigation bar styling system
Menu dropdown styling system
