IPC classes

The IPC classes change from time to time. It could be useful to implement a rake task in this gem which crawls the current IPC class definitions from WIPO. These could then be stored in a yaml file (used in config) and/or used to update the gem. The necessary crawler & parser already exists in IpcClassHierarchyLoader.
