This change brings the Windows implementation in line with the POSIX one: - Broadcast address calculation is less fragile - IPv6 and IPv4 addresses are listed as separate interfaces - Both operational and inoperational interfaces are listed - New "operational" flag property indicating that the interface is operationally UP (IFF_RUNNING on POSIX) - New IPv6 flag property for quick filtering
