What does this PR do? What is the motivation?

Removes https://docs.datadoghq.com/developers/integrations/marketplace_offering/ from the docs, as the information is already covered in the top-level page.

Also adds redirects and updates links and URLs to tidy up.

Additional notes

Some ref-style links weren't even being referenced in the page (prob an old link from before we revamped the pages), so I just removed the URL entirely

The aliases entry added here sets up a redirect to the top-level page, so anyone going to the old "Build a Marketplace Offering" page will be sent to the top-level page instead. And I tried to find and update all the hard-coded links to the old page so we don't have to rely on the redirect as heavily. @eho1307 were you thinking of something else?
