Add SNV variant scoring by MIVMIR, GICAM models

Here's a branch running MIVMIR and GICAM models for SNVs.

Runs locally with -profile test,docker

TODOs

• Update GICAM model trained on genmod config without MTAF scoring (config not working in _SNV flow)
• Solve access to additional genmod rank config .ini file (now stored in ./assets)
