docs(readme): one-command gaze setup quickstart#350

Add a top-of-README quickstart (cargo install gaze-cli -> gaze setup -> gaze clean --policy gaze.toml), verified end-to-end against the CLI. Rename the existing by-hand policy walkthrough to 'Manual setup'. Positioning guardrail and readme-version-check unchanged. Resolves #1749. Leads the README with a 3-command quickstart (
cargo install gaze-cli->gaze setup->gaze clean --policy gaze.toml), dogfood-verified end-to-end (build, setup writes ./gaze.toml + skips download when the model is present, clean tokenizes Name+Email, readme-version-check passes). Existing manual policy walkthrough kept + renamed 'Manual setup'. Positioning guardrail (not a guardrail/prompt-injection/content-safety) untouched.Resolves #1749
