Refactoring of the forecast tutorial

Changes proposed in this PR:

• while executing CH_WS_forecast = Forecast({run_datetime: hazard}, exposure, impact_function_set) -> haz.check() fails -> I don't know yet how to fix this issue
• add example using tropical cyclone forecasts from the class TCForecast
