The formula is as follows: (total population + 2.5 * total employment) / (developed residential acres + developed commercial acres)

CAPCLASS determines the capacity (CAP), free flow speed (FFS), and critical speed (CritSpd) of the link.
CAPCLASS itself is determined by the following factors:
- Area Type (AT)
- Facility Type (FT)
- Traffic Operations (TOS)
- Signal Coordination (SIGCOR)
- Route Number (ROUTENUM)
In the script set_capclass.job, CAPCLASS is calculated using the formula: CAPCLASS = (AT * 10) + FT. However, overrides apply when:
- the freeway is managed with ramp metering infrastructure i.e. Traffic Operations (TOS) = 1, or
- signals on the roadway segment are coordinated i.e. Signal Coordination (SIGCOR) = 1, or
- the link is part of the I-280 freeway i.e. Route Number (ROUTENUM) = 280 (to enable a special setting for the free flow speed on I-280, which was observed to have a higher free flow speed than other freeways in the region)
The spreadsheet Capclass_Speed_Capacity.xlsx illustrates how CAPCLASS is calculated in set_capclass.job.
The relationships between CAPCLASS, capacity (CAP), and free flow speed (FFS) are specified in set_capclass.job. The relationship between CAPCLASS and critical speed (CritSpd) is defined in FreeFlowSpeed.block.
