First LineageOS 21 release

Most things should work properly like lineage-20, factory reset is not needed for upgrade. This first release provides both userdebug and user build variant.

Main changes

• Android Security Patch level: 2/5/2024.
• Android System Webview version: 122.0.6261.90.
• Enable updatable APEX to avoid boot failure.
• Remove more unnecessary patches from repo.
• Merge upstream changes from LineageOS: android_device_xiaomi_chiron | android_device_xiaomi_msm8998-common.
• Kernel improvements:
  • Enable loop and ram block device support.
  • Upgrade KernelSU to v0.8.1.
