This PR syncs the eng/common test proxy pipeline templates with upstream azure-sdk-tools updates, primarily to make the Test Proxy’s listening URL configurable in CI.

- Added a
proxyUrlparameter (defaulting tohttp://localhost:5000) to test proxy pipeline templates. - Updated Test Proxy startup commands to pass the configured URL via
