Overview/Summary

Update provider versions and block unnessesary data plane operations on the storage account

This PR fixes/adds/changes/removes

  1. Bug: Bootstrap run failed after an update because of a restrictive data plane access of TF state storage account. Azure-Landing-Zones#2427
