feat: consolidate variables and update storage default SKU

• Consolidate variable files
• Update default storage account SKU to ZRS to support non-paired regions by default

This PR fixes/adds/changes/removes

1. Feature Request: Change storage account for Terraform state to ZRS by default (not GRS) Azure-Landing-Zones#2428

Breaking Changes

Will update storage resiliancy on an attempted update
