Patching devicetree changes to all Jetpack releases

This release backports the new device tree changes:

• JetPack 6.2.1 added (Linux4Tegra 36.4.4)
• Adds 4K video output over HDMI support
• Fix to serial port 2 issue
• Supported hosts are Ubuntu 22.04 LTS and Ubuntu 24.04 LTS
• NOTE: 36.4.4 has an issue with snap!! See JetsonHacks post here.

Inital Release

This is the inital release of the BSP from the new repo. Fixed issues:

• 4k HDMI video output
• Serial port issue (port /dev/ttyTHS2)
