- Move the `(slot, builder_index)` dedup cache check immediately after `b.Bid()` in `validateExecutionPayloadBidGossip`, before every later check including BLS sig verify
- Cap Gloas data column sidecar cell count at `MaxBlobsPerBlockAtEpoch` at pending-queue admission. Without this, the SSZ `ssz-max="4096"` tag combined with the 8-root / 128-column queue lets a peer hold ~8 GiB of heap on the victim for unseen-block roots. - Also require `len(KzgProofs) == len(Column)` and non-empty `Column`; malformed sidecars now return a plain error so `validateDataColumnGloas` propagates `ValidationReject` (gossipsub auto-downscores the peer).
