Add check for validity of initial population

[kdemmich]

• check whether routes from the initial population violate constraints
• raise a warning for every single route that violates constraints
• raise an error if more the 50% of the routes violate constraints
• FromGeojsonPopulation: raise an error if the number of routes available from file is smaller than the population size
