Description of the Change

This PR bumps the WP tested-up-to version 6.4 per testing results in #170.

Closes #170.

E2E tests are failing, so holding off on merging in this PR until those tests can get resolved.

@faisal-alvi mind helping check what's going on with the tests / if additional updates are needed alongside the WP 6.4 compat bump?

@jeffpaul it seems related to #166, I'll try to find time to work on this, but meanwhile, any help from the 10up team would be appreciated.
