[meta] Add a website tag for issues/PRs?

Hello, your friendly neighborhood triager here! #932 got me thinking that we probably want a website tag for issues and PRs related to the website. I'm generally an advocate of "fewer tags are better" but I think this one is possibly worthwhile. I foresee it being used for anything related to the content or building of the web pages (excluding things that are explicitly documentation, which already has a tag). Alternatively, we could use the documentation tag to include anything website-related.

Any strong opinions either way?
