MAINTAINERS: add alxelax as bt qualification collaborator

Add myself (alxelax) as Bluetooth Qualification
collaborator. The main reason is as Bluetooth Mesh
collaborator would like to follow up qualification tool
updates since it impacts Mesh qualification too.
