When synced tabs is limited to pinned an essential, bring back the old way of drag to a new window

• I have checked that this issue can be reproduced once I removed all my Mods and Custom CSS.

What happened?

Before tab sync, we can drag a tab to a new window, and still have access to our essential tabs
After tab sync, that behavior just opens an empty window with your tab

Now that we got the option to restrict tab sync to pinned and essential only, that behavior with the full tab sync remains.

Expected behavior

With partial tab sync, the older behavior where the window has pinned and essential tabs is what I'm expecting

Actual behavior

Dragging a tab to a new window creates an "empty" window, just like a full tab sync

Steps to reproduce

1. Grab a tab
2. Click and drag out of the window
