Allow for connecting to remote workspaces without internet connectivity

Context & what are you proposing?

First of all, I really like Zed. I use it on my MacBook to connect to a local VM running Linux where I code. I sometimes work from places without connectivity such a train.

It would be great to have a mode where the remote server could be pre-downloaded so internet connectiviy wouldn't be necessary to connect to a a "remote" machine.
