针对不同的环境，能否将用户的查看和编辑配置的权限区分一下。

你好，有这么个场景，配置文件涉及到数据库&保密数据，而不希望开发人员具有此类文件的可读权限，但是又需要开发同事可以看到其他不需要保密的配置，这个权限颗粒度的控制和提问的朋友是一致的。

不让开发人员看数据 那你让开发人员如何开发呢?
还是说 测试环境 可以看 但是生产环境 不可以看?
