Add tools categories and tier globally #718

Describe your feature request.
Have the possibility to add tools categories and tier globally (on the nova namespace), so that multiple addon can share for example a knife category, like the tags in Forge.
Maybe we can extend it to not only tools but just item categories, and also have a block tag the same way.
