On fresh startup of windows 11, when the animate between times setting is on, there is a perceivable freeze, as well as a ~1s dip in GPU usage corresponding to this freeze.
In addition, when hovering over the twinkle tray icon, this same freeze occurs, as well as the dip in GPU usage.
Workaround has been to disable animate between times, wait for the 60s cycle to pass and re-enable. This also solves the freezing when hovering above the twinkle tray icon.
Brightness transition speed does not matter, the functionality of the animate between times setting stays consistent both before and after the workaround.

- GPU: Gigabyte RTX 3070 OC, reproduced on multiple recent Nvidia drivers
