pid-tune.js in build folder is not regenerated after changes

After building with uv run .\make.bat html, then editing source\_extensions\controls_js_sim\fastchart\0-sample.js to include a new function, I can see that source\_extensions\controls_js_sim\_static\pid-tune.js is correctly regenerated, but build\html\_static\pid-tune.js remains unchanged. This happens on 31404bd and with #3192.
